What is electronic visit verification?

The 21st Century Cures Act requires the use of an Electronic Visit Verification (“EVV”) system for Medicaid-provided personal care services and home health services. States must require EVV use for all Medicaid-funded personal care services (PCS) by January 1, 2020 and home health services (HHCS) by January 1, 2023.

Why was the mandate issued?

The Federal Government wanted a way to Reduce Medicaid costs, abuse and fraud while simultaneously 

ensuring Medicaid beneficiaries receive allocated services.

Who does the mandate impact and how?

Medicaid-funded personal care providers effective 01/2020 and Medicaid-funded home health care providers effective 01/2023 are required to electronically verify the following information when they visit a patient in home:

  • Individual providing

  • Individual receiving 

  • Time begins/ends

  • Date

  • Type 

  • Location
